Die Debug Informationen ganz abschalten muss man nicht unbedingt.
Ich würde erstmal probieren von "Debug Information" auf "Limited Debug Information" umzustellen, das hilft in der Regel schonmal.
Und ja, ein aktuelles, leistungsfähiges Android-Gerät zum Debuggen sollte es schon sein.
Nicht zuletzt, weil Android 8.1 offiziell gar nicht mehr unterstützt wird....

Der Android Debugger 12.1 läuft merklich besser und stabiler,
aber seltsame Abstürze kann es immer noch ,geben.
Die Projekteinstellungen würde ich akribisch prüfen und mich nicht auf die automatische Migration verlassen.
Eventuell das .dproj komplett neu anlegen.
